- Emergency Declaration to Bypass Normal Bid Process (1/11/2022) – Motion: Michael Bloom made a motion to have a policy where OSRD can make an emergency declaration to bypass the normal bid process for any project up to $25,000. Barbara Hover made second. Approved.
- Process for Submitting Residential and Commercial Driveway Permits (10/12/2021) ‐ Michael Bloom made a motion outlining the process for OSRD residential and commercial driveway permits indicating property owners will fill out and submit the driveway permit to OSRD. Then, an OSRD foreman will contact them and physically review the site. If the foreman decides that there needs to be engineering completed and reviewed for the requested driveway, they will notify the property owner and OSRD’s contracted engineering firm (GRE) at that time. Regardless of whether engineering is needed and before the occupancy permit is issued, final approval will be contingent on review of the plans by GRE and OSRD. Chris Somers made second. Approved.
- Policy for Driveways Constructed without Permit (10/12/2021) ‐ Michael Bloom made a motion for a policy addressing driveways installed without an approved permit indicating that if driveways are installed in violation of the approved permit, OSRD will issue a notice to cure/stop work order to allow the property owner to correct driveway agreement deficiencies. If these deficiencies aren’t corrected, OSRD will correct the deficiencies and bill the property owner for this cost. Barbara Hover made second. Approved.
- OSRD Road Standards for working in Christian County (10/12/2021) ‐ Michael Bloom made a motion to adopt the Christian County Road Standards when completing new work and new operations in Christian County. Barbara Hover made second. Approved.
- OSRD Road Standards for working inside the limits of the City of Ozark (10/12/2021) ‐ Michael Bloom makes a motion to adopt the City of Ozark Road Standards when completing new work and new operations in the City of Ozark. Barbara Hover made second. Approved.
- Commercial Driveway Permits (08/10/2021) Michael Bloom made a motion that all commercial applications for OSRD road access have a $3,000 escrow amount that will be refunded after completion of the project without damage to OSRD roadways. If there is damage to OSRD roadways, the monies in escrow will be used to complete repairs. Chris Somers made second. Approved.
- Policy for Project Bidding (5/11/2021) ‐ Michael Bloom made a motion regarding project procurement in that project costs of $4,999 or less would be approved at the board’s discretion, project costs of $5,000‐$19,999 would need three quotes from qualified contractors, and project costs of $20,000+ would go out for a formal bidding process. Barbara Hover made second. Approved.
- Policy for Maintenance Plan for Riverside Bridge (4/13/2021) ‐ Michael Bloom made a motion for OSRD to purchase sealant materials from Carter Waters to seal the Riverside Bridge with a cap of $2,000 in material costs. Chris Somers made second. Approved.
- Employee Drug Screening Procedures (3/9/2021) ‐ Chris Somers made a motion to establish a relationship with Tox Review for drug screening in certain situations at OSRD and bring it back before the board discussing cost and procedures. Michael Bloom made second. Approved.
- Barbara Hover made a motion for OSRD to perform a drug screening for an employee in the case of an on‐the‐job motor vehicle accident or on the job injury accident. Michael Bloom made second. Approved.
- Policy Regarding Expense Approval (2/23/2021) ‐ Michael Bloom made a motion stating any expense under $2,000 does not need commissioner approval; however, any major expense over the $2,000 threshold needs three (3) bids and board approval. Chris Somers made second. Approved.
- Ongoing Road Work (2/23/2021) – Motion: Michael Bloom made a motion stating that any contractor wanting to cut into, modify, repair, or bore under OSRD roadways must have the correct insurance and bonding on-file for payment and performance. Chris Somers made second. Approved.
- Process for Reviewing Projects (11/10/2020) ‐ Michael Bloom made a motion stating that in order to submit information for approval on a project involving the Ozark Special Road District and the City of Ozark or Christian County, that information must be submitted two weeks prior to when the meeting for approval will take place. Chris Somers made second. Approved.
- Mailbox Policy (5/12/2020) ‐ Ed Addington made a motion to rescind OSRD’s mailbox policy and accept the policy of the United States Postal Service. Michael Bloom made second. Approved.
